I solved this problem with my 2002 SE Convertible. Here is what I recommend (listed from best bang for the buck).
1. Sway Bar from GenuineSAAB .com or SAS. I bought the SAS before Nick had a sway bar available. You can install these yourself.
2. Steering Brace Kit. I bought the one Nick sells. It is great but costs more than the MP.
3. Eibach Sprort Springs & Dampers. A "matched" system. Awesome but $$$. Car looks better 1" lower to ground. I paid $540 for the kit and $200 for the install.
4. Poly bushings everywhere. You can get them from KCSAAB.com. The bushibgs aren't too bad but the labor is expensive.
5. Replaced the POS Pirelli P-6000 tires with Bridgestone Potenze Pole 3's. Again an awesome upgrade , but these tires aren't going to last a long time (~ 20K Miles).
After I did all this I installed the Speedparts Stage 2 ECU. I thoroughly enjoy the car now. I may go to the 2004 in the future, bit the older 9-3's are more SAAB like so it will be a tough decision.
