Help! Having DIY idler pulley/belt problem...

Most of the repair has gone fine except for two things, and I suspect they're related:
1. When I pulled back the tensioner I could find no holes to slip a nail into to lock it open. I was still able to thread the new "short belt" through on its correct configuration but...
2. There is way too much slack left on the belt. I've checked all of the pics posted online as to the path the belt should take, and I think mine is the same. And the belt is right one based the part # at the store.
Any suggestions? Dean, are you out there? What could I be missing?
I am at one slight disadvantage because the belt shredded on me, so I wasn't able to just take the old one off and see that it was the same way I have it now.
