Higher octane will allow the engine to develop is rated power. Low octane fuel will foul the injectors faster. Low octane will get less MPGs so savings are not what you think.
1999: There are a few miles on that by now, or a lot of hours from city driving. The engine will have wear, normal, and the internal clearances will not be as they were new. A xW40 oil will make your engine smoother and quieter. Suggest Mobil 1 0W40 - available at parts stores and Walmart. Best filter for cost and effectiveness is Purolator PUREONE PL10241.
Use NGK BPCR6ES11 plugs for city driving or 7ES if some highway miles every week. Learn to change yourself... easy.
Clean injectors with Techron Concentrate 3X/yr or every 8K. This will also reduce combustion chamber deposits.
Used car? All tires the same brand/model etc?
Tire pressure. IF not high enough, wheels can get bent by pot holes. Perhaps 38F37R, some run higher.
List year, miles trany type in posts, this can help.
