I think you'll find the concensus is that at ~20K, your pads shouldn't need replacing. That means one of the following:
1. Your dealer ripped you off, lying about the brakes and rotors and gouged you on the cost...(well, "full dealer pricing").
2. Your brake pads/rotors were substandard, and one caused the premature failure of the other.
3. Your driving style/environment caused the early failure of the brakes. (well, if you abuse your brakes, the heat will warp the rotors...) Do you drive in the mountains?
Regardless, there are laws against unauthorized repairs like those described by you. I assume you didn't agree verbally or signed some blanket form authorizing them to do whatever they want did you?!
You shouldn't have to pay for rotor replacements. Unfortuately, you may have to threaten them with lawsuits and BBB to get out of this....
