Try getting air blowing first by turning the heater up all the way and put them the air the dash vents. Now you got air movement, then try going over to the temp you want w/ the AC.
This works on my SAAB 93 w/ acc (a 99 too). Sometimes I have to do the above and get the air blowing thru the windshield defroster vents first then move down to dash vents. So far this has always worked for me.
There is a TSB (technical service bulletion) posted on Townsend Imports about bad grease in the air exchange box. A real PITA!
