Many dealers "punched" their remaining '03 inventory to take advantage of the final round of incentives. I think the final cut off date was Nov 3oth. That is they reported them sold to Saab, starting the warranty clock. In California they also license/register them too, but I don't know if that's the case in every state.
So technically these cars are used, although they have not acquired an actual owner other than the dealer. 200ish miles is fairly normal after a few test drives. As a note, a dealer demo may have 5,000-10,000 miles, but still be unregistered and technically considered a new car, but just like a car that's been "punched" the warranty clock started when the car went into demo service.
The final incentive on 03 Verts was $7k so many dealers who were heavy on inventory advetised them at $10k off sticker, right at being a loser for the dealer to try and move them. In one sense the cars have become more valuable, as now the incentives are gone and supply has decreased, and the dealer certainly has an expense involved, like floor plan interest, in keeping the car in stock.
From the consumer or buyers side of the pancake it can be very tough to price out the car as used on Edmunds, CarsDirect or other number crunching online services, even allowing for the low mileage. The value you'll get will likely be way below the dealers actual cost.
It's like a rock and a hard place. IMHO $10k off sticker on a "new" "punched" 03 'Vert is darn good.
