There have been a few problems with the 9-3, mostly in the '99 model year, although '99 is not really a first-year model (the 9-3 is just a refinement of the 900 that was first sold as a '94). The turbo is not a common source of problems at all. Some people have had the turbo seals start to leak oil, which results in some blue smoke on startup, but that is relatively uncommon. Saab has been putting turbos in production cars since 1979, and they do it well.

The most common expensive problem on a 2000+ is the DI cassette, which will fail somewhere between 25,000 and 250,000 miles...it's pretty unpredictable. When it goes, you're stranded. It's a $300 part, so for dealer service, figure $600 for the part, $100 for an hour of labor at the very least. Or, you can replace it yourself...I'd say in difficulty it ranks somewhere between putting gas in the tank and changing a windshield wiper, and much easier than changing a tire. Many of us carry a spare in the trunk.
