I recently solved a rotor problem on my '99 9-3 by having the rotors machined on the car. Higher end brake shops have a machine that can do this. It loads the hubs with with the same torque they receive when the wheels are installed, so the hubs and rotors are machined as one unit.
I had gone through two sets of replacement Zimmerman rotors with a high speed shimmy still present.
The usual culprit, per my tech, is that the hubs can become warped, usually due to improper torque on the lug nuts. They did mine, and found that the left front actually had to be machined twice to bring it into spec. Total cost was $167, and I was able to reuse the pads. Smooth as silk now.
