I've had good luck with using an acetone wash to cut through the whitish-oxidized plastic and finish with Mother's Back to Black.
Acetone will eat it if left on and everything around it too (paint), so I masked off the area of interest, then dipped and squeezed out a fingertip's worth of rag with acetone and wetted, then rubbed off with dry cloth a few seconds later. Actually, You can finger rub with a moistened rag and get a feel for how it's changing the surface chemistry without much risk.
It works great for aging, discolored bumper strips.
Then, there's that new plastic spray paint "Fusion". I bought a can to keep on hand and have been dying to try it out on something.
