Well what I did was flip open the cap on the end of the shaft, remove the nut, pull off wiper arm and then reposition it so it was against the bumper. Then replace nut and close cap.
First however I would check how they are working before you try this. Have somebody operate them while you are watching. If the wiper goes down and hits the bumper but stops away from it you have an internal problem with the wiper and I don't know how to fix that. If the wiper comes down to approximately where it stops after it is turned off and doesn't go all the way down and hit the stop in mid stroke then what I described above will work just fine.
