Alex,
Yes, those are capacitors (base blockers). Their value of 200 micro farad means that they will begin to "roll-off" the amount of signal sent to speakers at a different frequency. I didn't know off-hand what that frequency would be but did a quick web search. It looks like the 100 micro farad will begin to reduce the the amount of frequencies sent to the speaker at and below around 400 Hz. 200 microfarad capacitors would begin to limit the signal at 200 Hz--meaning that more low frequencies (from 200 Hz and greater) would be allowed to get to the speaker. The point where the frequencies are started to be limited is called the crossover point. You might also hear people talking about roll-off which is a measure of how much frequency is cut and how quickly it is cut from that starting crossover point.
As for polarity, capacitors are polarity sensitive. When you have one, there will be two wires coming out the bottom. The longer wire is for the positive side and the shorter is for the negative. In your application you want to cut the positive lead going to your speaker and connect the longer, posistive side of the capacitor to the side coming from the amplifer and connect the shorter capacitor lead to the speaker side of the cut wire, putting the capacitor in Series.
