One thing you can take comfort in is the fact that the dealer has to pay for any warranty work (otherwise paid by Saab) that occurs within 60 ro 90 days of selling a certified car. My experience was much worse and included brakes that they said were 70% being 10% and so on...the dealer resolved all the issues with some pushing and like you said my car at the end of it all is better than new because I got to go over it and have them fix evertyhing that was wrong + everything the bugged me even slightly.

Its been 8 months since all that and my 99 Viggen hasn't had one issue since. It just goes to show that the dealer did not do squat to certify it and threw it on the lot with the CPO label. Perhaps they were going to get around to it and didn't I don't know. They also may see this as a law of averages that for every CPO car like yours and mine there are 10 with no problems when they came in and go out if they do nothing to it.

Every dealer is different. Some are very good about it and others are not. Hard to hold Saab accountable. I tried to, but they told me it was a dealer problem and they have no control. True I suppose.

In the end I have a great car that now runs well with 1.5 years of Saab warranty left. I got Saab loaners the whole time mine was in the shop so it made no difference to me.
