While there are reports and suspicions of key bump problems, I have some problems with those explainations. Maybe someday I will fiddle with the key while the engine is idling and see what I need to do to get the key to the off postion.
But we have seen quite a few reports of the electrical ignition swithes going bad. These are a separate part under the mechanical ignition key/lock. The ignition switch was changed with VIN X3071923. I do not know what year that was. But with a 1999 vehicle, I would expect that you do not have the new switch partnumber. There were many of these switches that failed and I assume that the new switch partnumber came to be to fix the problem with the old switches.
So you may very well have an ignition switch that has gone bad. The P/N for the replacement switch is 5160999. saabsite.com wants $138 for this. Not listed by eeuroparts.com, but they migth supply if asked. Some have installed this themselves, but it is a fairly involved job as it is buried in a fashion to be resistant to vehicle theft attempts so it is by definition not easy to get at.
Perhaps these switches are sensitive to things hitting the key. However, the mechanical lock would need to transmit such to the electrical switch for that to happen.
