I have a 2001 Viggen with the e-Code lenses and Sylvania Silverstars. Good combination, very recommended. Factory setup was OK, but this is much better on low beam. Regarding legality, I ran e-Code conversions in my VW Beetle, Rabbit, Scirocco, a pickup, e-codes in the wife's Jetta and never had a problem passing inspection in either PA or VA as long as the conversions were the curved front. Properly adjusted e-Codes have far, far less glare than a DOT light. See http://www.danielsternlighting.com/products/products.html for more info that is accurate and valid. It is a great site.
If you can get them, try the European Osram Silverstars. Same cost or less and no slight blue tint to cut available light.
I used to live in PA. It was as if they used a special macadam formed with particles of a black hole to absorb all light. ;) Seriously, you may find a lot is the roads, they were just so dark.
