The only thing 'special' about the Saab oil drain plug is that the head has been kept small (13mm) and the steel kept relatively soft to try to prevent over-torquing. It obviously doesn't always work. Because of the soft bolt material, using a snug fitting 13mm or 1/2" 6-point socket is necessary to prevent rounding the drain plug head.
Saab uses a soft cooper washer under the head of the drain plug to allow a good seal under low torque. The drain plug is supposed to slightly crush the cooper gasket greating the seal.
The factory torque specification for the oil drainplug is 18-20 ft-lbs, or just a bit past snug with a standard 3/8-drive rachet handle or wrench.
