I experience the lag in my 9-3 when applying the brakes wth medium to light pressure. Wet disks have a lower coefficient of friction until dried, which takes a second under light braking as the pad sweeps/boils away the water. Open spoke wheels like my 5-spokes make this more noticable because the disks are more exposed to the elements.
Given enough pedal pressure the car will stop very very fast, even when wet.The 9-3s have great brakes, but they are not overboosted. In a wet panic stop situation, where you do hit the pedal hard, you will immediately feel ABS pulsations (personal experience). This means the limit to stopping is the tire-road interface, not the pad-disk interface.
It is a bit alarming when just slowing down doesn't happen as fast as one is used to. For light to medium braking, you can compensate for the delay by applying more pressure. We've had so much rain this winter that I find that the norm, and must adapt when its dry!!
