Here is the report for the problem was driving me crazy recently, see :

So the failure was in DICE Unit. The DICE TSB was providing a clue, but a problem is to find a failing capacitor, since it’s a couple of dozens of them integrated to the Printed Circuit Board (PCB). Here WIS comes to play giving pin # 3 of DICE where ground gets delivered from Hazard Switch on dash and therefore engages emergency flashers. Of course it’s not the only way to start flashers, we also have Theft Alarm module. Providing that Alarm module and DICE and SID talk to each other via designated digital bus, failure from that input would probably cause a bunch of other weird problems.
To make a long story short the failed capacitor is on the bottom side of the PCB where pin #3 soldered to it. It’s a very small brown chip soldered to the PCB with no legs (integrated) . The other side of this capacitor is connected to the ground. I don’t know what was the original capacity. I used conventional ( the one that has legs) 0.047 uF, but believe anything from 0.022 to 0.1 uF would do., just make sure it’s made with durable plastic body.
It’s not a trivial soldering action and if you have a limited soldering experience – it might be a good idea to ask someone who has more exposure to it. Despite the saying I believe most of us can do the job right with a fine low power soldering iron and taking caution not to ignite electrostatic charge from your body to the PCB.
