New Serpentine Belt? '99 Saab 9-3 SE

I have a '99 9-3 SE with only 35K miles. I work from home, so it's in the garage & I'm the original owner. Always do regular maintenance, oil chg. 30K tune up, etc. (from local shop, not the dealer). However, I took it to the dealer yesterday for an oil change (apparently synthetic is the way to go?)and the service manager tells me that the serpentine belt is "beginning to crack" & the upper pully is "showing signs" of wear...cost $240 for replacement. Does this sound reasonable, considering low miles? Fearful of getting ripped off and charged for work that can wait? Also, other items I had checked seemed pretty outrageous cost-wise:
Replace 4 break-light bulbs $37, Rear break service $86.95 (emergency break loose), side mirror switch $93.00, front washer nozel (it's clogged) $42, oil chg $59.95, replace battery in remote $30...so in all, could cost me $700 to have all this work done! Any input would be greatly appreciated. Thank you!
