Each and every person have their own opinion on how to do it so I can only give you mine.
I remove a bolt, put a new (old style) one in, torque it to 60Nm (44 lbf-ft).
Remove the next one and do the same thing.
When I'm done, all 10 bolts are about the same or little bit better torqued than the olds bolts were when I started.
Now I go over and torque them all to 80Nm (59 lbf-ft)
Than I do the 90 degree on all of them.
This is not the way Saab is doing it but it is the way I do it.
If you are reusing the old bolts you can loosen one and torque it to 60Nm (44 lbf-ft) and then do the same with the next one until all are done.
Than you do the 90 degree twist on all of them.
