There's a couple screws that are hidden. I hope I'm remembering everything...
Take off trim/shroud on steering column, then the wiper switch stalk un-clips from it's mounting. This makes it easier to take the stereo out, so now take it out. Take it's mounting cage out, too. Reach in thru the stereo hole & take out the SID & cupholder. I think somewhere in there are a couple screws holding the dash.
Take the switches out. I can't remember how I started, maybe I managed to get the blank one under the foglights. Once you get the first one it's easier to reach in & push the others. Take out the headlight switch too. There's 1 or 2 dashboard screws inside the hole for the headlight and/or foglight switches.
Some of the dashboard screws are visible. Like up above the instrument cluster... I think there's even one screw over inside the fusebox. Maybe a 'shared' screw for mounting the fusebox which extends in to hold the dashboard, too.
After you get all the screws, you'll still have to snap the panel out. There's spring clips, I think 2 on each end, near the outer perimeter of the dashplate, above & below the air vents.
