The boost is reduced in gears 1&2. Could be the BPC, Boost Pressure Control valve. It is mounted near the turbo, up higher to the left with three hoses. Remove the hose that connects to the Waste Gate Actuator (WGA) on the turbo. Drive in a calm traffic area with a very gentle throttle. See what boost levels you get. Should be able to get to the start of red, don't try to go higher. Stop and replace hose ASAP. You might get a check engine light, do not worrry about that.

If you get boost, the BPC is at fault. The BPV can be replaced, but sometimes these will return to life if blown out with shop air.

If boost is still low, there is a leak some where. Leak can be a faulty bypass valve (BPV), or its vacuum line may be damaged or off between there and the throttle body or a control valve on the firewall, or its run to the throttle body.

Turbo's are not the most likey cause of low boost. No so easy to confirm. The heat shroud on the top can be removed and the downpipe-catalytic conveter assemble removed, or the intake pipe, and then one can turn the turbo by hand and see how it feels and check axial play. Often a bad turbo will create smoke from oil leaking.

Speaking of oil, check to see that the low oil pressure warning lamp comes on at lamp check before you crank the engine.

Rarely, the wastegate will bind and will not close, the open WG prevents boost from developing. One can grap that and manipulate when cold to see how it feels.

So it was sold as is and you had to pay for the cat? Where did the old one go?
