so the motor was off, did not get/understand that part in the discussion. Question - what do you mean by just before the wheels "scrub" the pavement (sorry, the texture of language)? If the car is on a level surface and the steering wheel is turned, while the engine off, car is obviously stationary, and there is no vertical force/motion for the struts/mounts to deal with. Could be ball joints on the control arms but unlikely since you would notice that right away. Do you have rubber bushings or poly for bushings? Those could make that type of noise. Are the brace/clamp tight (it should not make that noise but)? There is something wrong but I do not know what is wrong.
Some OT and related. Took a sick day for my eye exam. So, after I got a good breakfast from this cafe down the hill I went online and ordered Bilstein HD shocks and struts from shox.com. Got the steering rack clamp from MP Performance. And the icing on the cake - a pair of strut mounts (BOGE) and bearings (SKF) from eeuroparts. Total expense of a little bit over 750 usd. I'm keeping the stock springs. I still have the pre 1995 suspension in my car since the bushings are still good. If it goes bad, I'll get the upgrade kit from saabsite.
