Saabs are very reliable as far as European cars go. If you're comfortable with your Golf, you'll be fine in a Saab.
Get the maintenance history before you buy the car, to make sure that the previous owner maintained it well. Oil changes every 5000mi (8000km) with semi-synthetic are a must. Full synthetic is better.
1999 9-3s with manual heater controls have some problems with the heater box; search the forum for details. They also have loose head bolts from the factory: check the service history, and if these were not tightened, have it done. Make sure the coolant tank is full; otherwise, it may be leaking coolant. There should be no blue smoke on a cold startup, or else you might have a turbo problem.
Aside from that, it's a great car, and I'm sure you'll enjoy it. Make sure you're getting a good one, and then have fun. Hang around here, and we'll be happy to answer your questions.
