If the problem is overboost and related to the boost pressure control valve, you can find lots of info by searching for "BPC" or "overboost" either here or on the NG900 board.
1999-2002 production 9-3 is similar to the NG900, and now old enough to have the same issues.
My mechanic charged about an hour of labor to test drive the car, clean the BPC (essentially blow it out carefully with compressed air), and reinstall it... eureka, overboost fixed. $400 at the dealer for parts and labor to fix the same problem is about par for the course, because they have to sell new parts to make money.
1994-98 900 turbo, 9-3 1999-2002 turbo all use the same BPC, p/n 7485576, $201 from eEuroparts.com. It is located in front of the car under the lip near the radiator and air intake, with three rubber vacuum hoses going to it. A cracked or plugged hose could do the same thing as a sticking BPC. I have had several crumbling/cracked hoses on my '96 turbo, although not going to this particular valve.
