The seats with memory doesn't use a relay as far as I can recall. Everything is ran by the Power Seat Module (mounted under seat).
Those modules can go bad all by themself. They also have a tendency to "go to sleep" and disconnecting the wire harness from them can sometimes wake them up and they work for awhile.
With the Tech 2 scanner it is possible to look for fault codes and dry run the different motors to see if it works.
Yes, different modules can wreck havoc with other modules due to that many and all are hooked up together on the network (BUS system). Both the TWICE and PSM is networked on the I-BUS and so are the DICE plus some others.
By disconnecting one module (the bad one) you can get the others to work again.
Reparing cars today is not like it was 30 years ago when you just needed a "bigger hammer".
