It seems as if the wheels from a 9-3SS will work on a 9-3 or NG900 or 9-5. The 9-3SS wheels have a little greater offset towards the outside. I've seen 16" 9-3SS wheels on NG900s and 17" 9-3SS wheels on 9-5s.
Putting 9-3 or 9-5 wheels on a 9-3SS seems to be prohibited as the lesser offset of the older wheels isn't compatible with the 9-3SS. The greater offset of 9-3SS wheels is negligible when installed on NG900s, 9-3s and 9-5s.
The larger 9-3 Viggen, 9-5 Arc and Aero brakes need at least 16" wheels.
