Can't really compare bolt length between one with loose washer and one with solid head. They don't start out to be the same length.
So far I have only encountered the loose number 10 bolt syndrome on the B204 engine.
The B205/235 seems to be more even (still loose) over all bolts.
Yes, the valve cover bolts has been under torqued pretty much since the NG900 was released. Don't know why that is since the older Saabs didn't have a problem.
