The BPV has a diaphragm. If that has failed, the VAC line cannot create a pressure difference on it. Remove VAC line, apply suction by mouth with another length of hose and see if it holds pressure. If not, replace it.
If it holds pressure check the hose from the BPV to the solenoid valve on the firewall. Look for cracks or splits etc. Also check the hose from that valve to the TB or manifold.
While you are at it, also check the VAC line for the FPR.
You can remove the hose for the BPV and drive like that and see if that creates the same problem all of the time or something else. Plug the open end of the hose so that dirt will not get into it. This might create a CEL, which will clear with the next startup.
BPC, someone had one that was useless, and fixed it by blowing shop air through it every which way.
