There was a good write-up on removing the dash fascia which is what you need to do to get to the dash bulbs. Once you get the instrument cluster out you will need to open it up and replace the bulb. All the bulb locations are clearly marked. I ended up swapping my shift up light and TCS (no TCS in a 99) with the two bulbs that burned out.
