Valve lifters (tappets)...frozen??

I have completely stripped the heads on my 1995 Saab v6 and have rebuilt them. All is well but I have one question. The cam followers (tappets) are hydraulic and self-adjusting, yes. I have maintained which tappet goes with which valve. Most of the tappets have free movement of the valve stem plate within the tappet (you can squeeze it and it will retract). However, four or five of them have no movement whatsoever with the stem plate, and it would appear the plate is fully extended and frozen in place. I can ROTATE the plate freely with the tappet, but I cannot depress it.
The method I employ (at least for Alfa Romeos) to prime self-adjusting tappets has always been to submerge the tappet in motor oil and pump the stem plate manually five or six times, drawing oil into the priming aperture and removing air. This is not possible on the 4 or 5 which are frozen.
So, my questions are
1) Is it normal for a stem plate to have little or no movement when separated from the head?
2) Is there a preferable priming procedure for Saab v6's tappets that you can direct me to?
Thanks in advance
