Some carmakers have gotten into costly legal battles by HP over-claims; witness the SVT Cobra Mustang fiasco a few yrs back. Makes good business/legal sense to under promise and over deliver. Especially true when your engine is managed by a T7 system that "learns" your driving habits. A routinely flogged Viggen likely puts out 250hp on any given day. A conservatively driven Viggen probably less.
Why did they bump up the advertised HP? Must have felt the risk was minimal.
