Help! Smog Check Emergency!

Any help would be appreciated:
Circumstances beyond my control (long, stupid story) have forced me to sell my saab immediately...as in, before this weekend. I recently moved to California, and had not yet registered it here, when these circumstances arose. To register or sell my 1995 900 SE (V6), I need to first pass a CA emissions test. I did the test this afternoon, and passed all but the Nitrous Oxide emissions test, which I missed by about 50 ppm each on the 15 and 25 mph tests. So, I can't sell the car. The mechanics at the shop wouldn't tell me what would fix this, but looking on the internet, it looks like it could be either the EGR valve, or the Catalytic converter. I don't know the cost of either of these fixes. The car is worth probably 2500, tops (I've been offered 1800 on it, before it failed the test).
My questions:
Is there any quick way to reduce NO emissions?
How expensive might the EGR or Catalytic Converter fixes be?
Am I even right in determining these to be the problems?
Finally, would I be better off selling the car on Ebay to someone in another state, to avoid CA emission tests altogether? It is still registered to my address in South Dakota, but I have it with me here in CA.
