Either find two used Viggen rims or buy 4 new rims from tire rack or some other online joint. For $700 you could get a complete set of 4 wheels and tires already mounted and balanced delivered to your door.
I don't think the Viggen rims are "weak". They might be a softer alloy, but you always have a trade-off with metal: hard and brittle or soft and more forgiving. I think the Viggen rims are top quality pieces of work. You do need to be sure to get tires with a strong sidewall, proper width (so the sidewall is supported correctly) and keep the pressure up around 40psi. I bent all four rims on my base 9-3 with 15" wheels because the studless snow tires didn't have enough sidewall strength...
