Your dealer can pull the service history on the car for all service done at any Saab dealer in the USA. Might be a way to know who did the top. New tops are expensive....this board is full of stories of folks whose relatively new/nice 900's were totaled by insurance company b/c the top was torn or cut...due to the very high cost for the top. There are afew aftermarket tops out there, some of which are proabably ok.
You may just need your windows adjusted. Look at how the windows line up with the top seals when you close the doors. Check the rear windows too. My folks have a 99 9-3 (no I'm not a 17 year old :) and had the same problem. I adjusted the windows while I was visiting them and the noise was drastically better.
