oil level in valve area?

hello,
I've been battling a no start situation in a 97 900 se 2.o turbo convert. with 72k miles for months now...after replacing many different parts (DI,plugs,fuel pump,FPR,purge valve, all vac hoses and more) found that it was the crankshaft position sensor (even though the ohm reading checked out okay and verified that fuel pump was getting power when cranking engine over)...
however in my quest to find what was wrong I took the valve cover off to check timing chain and camshaft gears which looked alright...but I noticed that there wasn't very much oil present...should camshafts be bathed in oil when engine is not running? when you look into the valve area how much oil should be present?
also checked to see if my oil light comes on when the ignition is turned on and of course it doesn't (just my luck)..I'll replace the oil pressure switch...also whats the best method of flushing out the engine? from what I have read on the board and elsewhere a switch over to synthetic oil might not be the best way to go but I would still like to make sure my engine is clean...
