Do you mean you DID use the hand brake that time, and the hand brake will not release, or one of the rear calipers seized the first time you applied the brakes?
The rear brakes on 9-3 and 900 Saabs are prone to rusting and seizing up, going back to 1994 model cars. Several people have posted on how to maintain them, look especially for posts with instructions by Dean here and on the NG900 board.
As for the hand brake, mine barely works, even after adjustment, that is also a common issue going back to the previous model.
It may be difficult to find someone to take the brakes apart and rebuild or relube the rear calipers. I have been told by a couple brake shops they are reluctant to do it because of liability. If you find someone and this is the first time it has happened, you can probably have the calipers repaired/relubed.
A lot of people seem to want to turn their 900 or 9-3 into a Viggen, so there are sure to be some takers if you decide to sell it, :)
