I would refer to it as suspension compliance. NG9-3's as well as NG900's have good wheel travel and aren't sprung that stiff, 'cept maybe the Viggen, but suffer from a lack of compliance over small bumps. This is further exagerated by bigger wheels and lower profile tires. This is also exagerated by the natural cowel shake, the wiggle of the steering wheel, windshield frame and general shaking that's inherent in a drop top.

The main culprit is the rear suspension which is a twist beam. That is if you take the springs out the rear wheels, they would go up and down at the same time, the beam that connects either side must be twisted for the wheels to independently move, in essense it is not IRS, independent rear suspension, close, but not quite. 9-5's and 9-3SS have fully independent multi link rear suspensions and aren't nearly as affected by stiffer, lower sidewalls.

Do check your tire pressures. Some folks feel they have to run their 17's at a very hard pressure to avoid pothole damage.

You didn't mention if your 2002 was a Viggen or not. Viggens are sprung stiffer and are 10mm lower further adding to the stiffness, in fact you pay extra for that. And stock Viggen wheels are unusually soft for a factory wheel and bend and dent relatively easily.

If it's not a Viggen, just an '02 with the sport package, it has my favorite Saab wheel, "double three spokes", which is a very strong wheel. You would certainly gain a measure of ride improvement by reverting to the stock 16" wheel and taller tires, but not dramatically as it's somewhat the nature of the chassis.
