What controls the BPC?...

'01 SE 5 spd. 70k. Checked lines, cleaned TB, cleaned MAF, have code P0101. Still trying to figure why my boost is erratic... took out the BPC.. it's a simple thing. I attached a line to the vaccuum port and sucked on it. The spring loaded valve opened a bit. If I sucked harder, it opened further but I just about sucked my eyeballs out of my head. The diaphram held vaccuum for as long as I cared to keep my tounge stuck to it. I blew compressed air through the other part and gave the insides a shot of spray silicone and blew through it some more. Put it back and no change. Sometimes perfect boost, sometimes not.
My question is what exactly tells the BPC when to open? Is it a variable signal or is the vaccuum either ON or OFF to that valve?
