First, I presume you are talking about the hole that needs to be enlarged from 6mm to 8mm in the fender, not the firewall.
In my case because of a disagreement between the fastener spacing on the new clamp and the existing stud and bolt hole in the firewall, Anders (Sweedcar) got the pleasure of installing the brace on my 9-3. He has lots of fun stuff, like air driven 90 degree angle drills so enlarging the hole in the fender well was no problem for him.
In your case, you should be able to drill the hole starting form outside with the tire removed. Try to get it as straight as you can but a bit of anglularity won't cause a problem. Try turning the steering wheel on way or another to get the brake disc out of the way if that is a problem.
