Todays cars using a MAP sensor or air mass meter to measure air and fuel demand doesn't need any "tweaking" of fuel injection/timing to go from high to low altitude.
However, the car computer have learning abilities (adaptive values) and it might take some driving before it has relearned the new air pressures and such.
If you are driving the car to LA I don't think you would notice anything since it would adapt to the new climate while driving, but if you would to ship the car it might stumble a little bit for awhile until it has relearned.
If you don't mind the drive up to the Southbay area. I can take care of all the needs for your car.
If all emission systems are working properly on your car you should have no problem passing the smog test here.
