Nothing special about Saab oil filters I am aware off. It unscrews. A few ounces of oil come out. Don't overtighten, like any other car. The story on the hand brake, cables, and brake shoes is not that simple.
Usually you don't just notice a bad cable, you notice the hand brake is not working. If you need a cable, there is a good chance the brake shoes may need some looking after, because they may not have been working right for a while, something needs lubrication and/or adjustment. Especially if road salt is used in your area in winter.
You can't see if the tensionning mechanism is screwed up unless you remove the wheel, the caliper, the rear rotor, and actually look. If something is not working right, trying to "adjust" the problem may make it worse.
After a mechanic adjusted mine incorrectly (not on his own, I told him to do that), the hand brake shoes on one rear wheel gradually wore out on the rotor, then rusted (they did work for about 6 months). The end result is having to replace both sets of shoes, two rotors, and one cable, if I want the hand brake to ever work right again.
(but I did save the two hours of labor it would have taken to do the job right in the first place... <chuckle>)
