3) is your key here. You've taken the BPC out of the picture, and there's something wrong still, so it's not the fault of your BPC.
I think Jeff's ideas are good. Either you have a pressure leak, or there's too much volume between the turbo and the throttle for the little turbo to fill. If there's no obvious leak in the piping, I'd check your BPV and WG for proper operation; they would be places that extra pressure could escape into the exhaust or intake and not be visible to the eye.
