All mine were over .050 when I bought my 99 9-3 as well. It had 29k on it, Im assuming it may have been the original plugs, or maybe the 2nd set. Plugs wear in these things fast! I change mine every second oil change or every 10k as part of the routine.
I dont think wearing from .038 to .058 is really normal, but it might be possible. Usually mine have worn about .003-.005 at the 10k change. Over .020 sounds excessive for only 15000km. Something is funny, but I wouldn't suspect anything is wrong with the car if it seems to be running right. Mine would stumble around if I let my plugs get to .058
What kind of plugs are they? I only use NGK BCPR7ES-11's or BCPR6ES-11's
