I had a lot of rough running, overboost/fuel-cut, low boost etc. issues over the last year. It tool several things to get through it all, on a '96 900SE turbo, now close to 110k.
A dirty BPC valve was just one, but that actually caused an overboost and fuel-cut. That was cleaned for me by a mechanic, using compressed air.
All vacuum lines had to be replaced, some for the second or third time.
The PCV had to be replaced, for the second time. It was so bad when I took it out, you could see light through it. It did not function as a check valve, and was allowing boost air to escape through the thin PCV line and the plastic nipple into the valve cover, and through the thick PCV into the intake.
The intercooler plastic end tank was cracked, and no way to see it until it was removed (fixed with epoxy). That was one cause of low boost. Another was a deteriorated hose and bad hose clamp at the end of the IC where the in and out hoses are one on top of the other. Finally, there are some cracks in my IC hoses, but do not seem to leak (yet).
If I had to do this over again, I would do it in this order:
1) replace vacuum lines and PCV valve, test vacuum using a gauge
2) plugs, injector cleaner, front O2 sensor
3) clean BPC and test boost pressure with a gauge, not the boost gauge on the dash (using a real gauge before the two visits to the shop would have probably saved $200-$300)
4) If the boost pressure is not where it should be, remove the front bumper and the intercooler, inspect everything, clean all the hose connections, and replace any clamps that look questionable
