Bolts are usually torqued lightly oiled.
Some bolts are found loose. I would torque all to 40, some will be there already and will not move. Then follow the procedure. I would not want to unload a bolt next to a few that are already loose. By doing this you can follow the intent of loosening one at a time.
I expect that the bolts will not be totally free of oil. But it will not hurt to remove them when backing them off and see how they look and if they seem dry. You can then decide to not remove others or remove all, one at a time, and lightly oil.
Head bolt tapped holes that I am familiar with, are blind tapped (oil can't run out). For any bolts that are loose, I would worry that those holes could be full of oil, and when tighening those, there could be a hydraulic lock that might render the resultant torque rather useless. So dip a screwdriver in those and see if they are oil flooded. If so, strips of cloth to swab them out.
