sounds like the linkage between the knob shaft and the air directional drum is out of alignment and/or broken if you can turn the shaft without effect. this is a result of the drum binding a well known defect with early 9-3's , search on vent knobs or similar for many discussions on this subject. a quick temp fix is to remove the glove box and passenger kick panel and then manually rotate the drum to vent setting using a large screw driver .
long term solution's range from
1)relubing the drum( there is a tsb on this) perhaps not a permanent cure but i have had no problems with mine after the dealer did this almost 2 years ago and i reinforced the knob shafts as an added precaution
2) heater box / drum replacement a big job that is pricey on labor that some have had covered by saab even out of warranty given the known problem
