you are missing a small check valve at this point (with oil seeping out of the fittings at the valve cover) you should replace the rubber bushing at the valve cover, the plastic y fitting, the larger diameter bent hose to the pipe that leads toward the turbo, 1' of 4mm vacuum line that will be cut to install the check valve. Orientation of check valve flow is from the valve cover toward the intake manifold, there is a small arrow on the check valve or you can blow thru it to verify flow direction. This is not expensive and is easy to do. Eeuroparts has the parts as well as SaabSite. It will clean this mess up.
Also, check other 4mm vacuum lines as well, chances are good that they are brittle and ready to fail. Seems like this stuff only lasts for 5-6 years where the oil and heat gets to it. I am planning to replace all of this on my 2000 9-3 soon as it also needs it. Have replace this on my 1994 900 SE twice now.
