ACC vs. Blower Motor -- How do I check function?

I am having a problem with my ACC system whereby the blower is cutting in and out and the A/C is not cycling in. When the blower does come on, it can be normally modulated and the heat kicks in just fine but no A/C, then the blower will cut out.
To rule out issues, I've cleaned and oiled the interior temp sensor per the instructions on this site (really needed it)
I've also removed the Cabin Filter (which was also dirty) and now have the area below the windshield -- and above the Blower Motor open. The connections seem fine, altho they're it's tight to really get to, and I can observe the Blower starting and stopping, with the recirculation flaps working as they should.
The ACC system checks out with 0 faults when doing a self check / recalibration.
Is there some way to check to see which component might be the proble?
