Not sure about the 1995 car, but when I bought our 2000 I had the dealer use their "Tech II" device to program the lighting to work the way I want it to work. It used to be that I could not turn off the headlight if the engine was running. Also the fogs worked only with low-beam headlights, and the daytime running lights were not used at all.
They were able to program it so that regardless of engine on or off, the light switch turns the lights on/off, the middle setting is running lights, the fogs work with running lights or headlights and they stay on even with hi-beam headlights. May be able to same sort of thing with yours.
