Sounds to me like the previous owner of your car had the headlights and fog lights reprogrammed to the European mode and pulled the DRL fuse. With the normal setup (on the 9-3 at least), the fog lights won't work on any setting except full on (switch all the way clockwise) and not with the high beams. If you get foglights with in the middle position, the fog light are in Euro mode. Also the with the normal U.S. setting you get head lights in both the park and on positions. If you get dimmer lights (city lights) in the middle position, your head lights are set on the European setting, not the North American setting. If the DRL fuse were still in, you would get city lights in the off position. This is my version of DRLs by the way, with the DRL fuse in, and the switch in the off position, you don't have to worry about turning the city lights off when you park, the are switched and go off when you turn off the ignition.
